四半世紀前の話である。
札幌で起業したばかりの私は、東京のIT企業の経営者を訪ねた。まだ会社として動き出してもいないが、勢いだけはあった。
その経営者が言った。
「東京都庁にルートがあればなあ……」
彼が求めていたのは、都庁とのパイプだった。しかし、私が当時所属していた異業種交流会は全国組織とはいえ、まだ行政とのつながりなど持ち合わせていなかった。
だが、若さゆえの無鉄砲さが勝る。
「俺に任せろ！！」と即答した。
言ってしまったものは仕方がない。翌朝、私は東京の都庁に向かった。
都庁突撃――無計画のままの挑戦
レンタカーを走らせ都庁に着いたのは朝7時すぎ。車を横付けして、意気揚々と門をくぐる。まずはフロア案内図を確認。訪問先の見当をつけたら、守衛さんに話しかけた。
「北海道から来たんですが、早く着きすぎちゃって！」
世間話を交えながら、守勢さんと仲良くなる。狙っていた部署と彼の意見が一致したところで、いよいよ狙い定めた「知事政策室」へと向かった。
アポなし交渉――田舎者の大声勝負
朝8時前の知事政策室はすでに慌ただしい雰囲気だった。廊下をたまたま歩いてきた職員に声をかけ、名刺を手に入れると、その名刺を使って受付を突破を試みる。
「この方のご紹介で伺いました……」
彼は確かに言った。「知事政策室はどこですか？」の問いに「ああ、そこですよ！」と。
私は彼に確かに場所を紹介された。嘘を言ってはいない。
だが、受付嬢は極めて普通の対応をした。
「アポなしでは取り次げません」
ここで引き下がるわけにはいかない。
「北海道からわざわざ来たのに、門前払いか！！」
田舎者の大声は響く。運よく、知事政策室部長が通りかかって顔を出してくれた。
「なになに？どうした？？」
私は即座にビジネスマンの顔に切り替え、異業種交流会の目的と、北海道の助成金事業を支援するために来たことを説明した。
部長は部下の制止を無視しながら私を部屋に招いて話を聞いてくれた。さらには二人の課長を呼び「詳細は彼らと詰めてください」と言い残して去っていった。
名刺交換を済ませ、後日東京のメンバーが訪問することを告げ、その場を後にする。懐には三枚の名刺と、少しの優越感があった。
都庁の洗礼――警察官からの現実
しかし、その優越感はすぐに打ち砕かれる。
都庁の脇に停めたはずのレンタカーが、見事にレッカー移動されていたのだ。
無鉄砲な挑戦だったが、この経験がその後のビジネス人生に大きな影響を与えたことは間違いない。
――あれから25年。今ならもう少し、スマートな交渉ができるだろうか？
これによって得た教訓は唯一これだ。

This is a story from a quarter of a century ago.
As a fledgling entrepreneur in Sapporo, I visited the CEO of an IT company in Tokyo. Though my company was barely off the ground, I had enthusiasm to spare.
The CEO remarked, "If only we had a connection to the Tokyo Metropolitan Government..."
He was looking for a pipeline to the Tokyo government. However, the cross-industry networking group I belonged to at the time, though a national organization, had no such connections with government offices.
But youthful recklessness prevailed. I immediately replied, "Leave it to me!"
Having said it, there was no turning back. The next morning, I headed to the Tokyo Metropolitan Government Building.
Storming the Tokyo Metropolitan Government Building – An Unplanned Challenge
I drove a rental car and arrived at the Tokyo Metropolitan Government Building around 7 a.m. I parked the car and confidently walked through the gates. First, I checked the floor guide. After deciding on the destination, I spoke to the security guard.
"I've come all the way from Hokkaido, but I arrived too early!"
I chatted with the guard and got to know him. When his opinion matched my targeted department, I headed for the "Governor's Policy Office."
Unscheduled Negotiation – A Country Bumpkin's Loud Voice Tactic
The Governor's Policy Office was already bustling before 8 a.m. I spoke to a staff member walking down the hallway, got his business card, and tried to use it to get past the reception.
"I was referred by this person..."
He did say, "Where is the Governor's Policy Office?" and then replied, "Oh, it's right there!" He certainly pointed me to the location. I wasn't lying.
However, the receptionist gave me a very standard response. "We cannot accommodate you without an appointment."
I couldn't back down here. "I came all the way from Hokkaido, and you're turning me away at the door?!"
My loud country voice echoed. Luckily, the Director of the Governor's Policy Office happened to pass by and poked his head out.
"What's going on?"
I immediately switched to my businessman persona and explained the purpose of the cross-industry networking group and that I had come to support Hokkaido's grant program.
Ignoring his subordinate's attempts to stop him, the Director invited me into his office to hear my story. He even called in two section chiefs and left, saying, "Please work out the details with them."
After exchanging business cards and telling them that our Tokyo members would visit later, I left the office. I had three business cards and a slight sense of superiority in my pocket.

However, that sense of superiority was quickly shattered. The rental car that I had parked next to the Tokyo Metropolitan Government Building had been towed away.
It was a reckless challenge, but there is no doubt that this experience had a significant impact on my subsequent business career.
-- 25 years later. I wonder if I could negotiate a little smarter now?
